Conditions of use of After Hours Access

These conditions are strictly enforced.
  1. Background

    There are specific risks associated with working and studying on campus outside normal working hours due to the lack of immediate assistance in the event of an accident or sudden illness. Outside of the normal span of working hours, the emergency response of the university, both at campus and departmental level, is limited. Campus staff trained to provide assistance in the case of a medical emergency (campus health services and first aiders), or to evacuate buildings, are less likely to be present outside normal working hours.

    The Vice Chancellor and Monash University Occupational Health & Safety Policy committee have approved the following guidelines for staff and students who find that work or study on campus is essential at times when emergency response is limited.
  2. Scope

    2.1 Definitions:
    2.1.1 Work or study after hours For the purposes of this policy, work or study when emergency response is limited is defined as work or study undertaken on campus outside normal working hours. This will normally be between 1700 and 0845 on weekdays and at any time on weekends and university holidays. For the remainder of this policy, work or study at these times will be referred to as after hours work.

    2.1.2 Working or studying alone.
    Working or studying alone is defined as work or study carried out in an area where normal means of contact (e.g. verbal or sight) with other persons are not available.
  3. Objectives

    3.1 The objectives of these implementation procedures are to ensure, as far as practicable, the safety and well being of staff and students who work after hours at Monash University.
  4. Operating Procedures:

    The following is the accepted operating procedures for out of hours access to the Art and Design Building's computer laboratories, effective from Monday, 13th March 2000 until further notice.

    4.1 Hours of access will be:
    Monday to Friday
    7.00am-9.00am and 4.45pm-12.00am
    Saturday and Sunday
    9.00am-9.00pm


    4.2 Procedure for obtaining access:
    Go to the After Hours Access Page: https://secure.monash.edu.au/artdes and enter you details, paying particular attention to the terms and conditions of use.

    Your student number will then be uploaded into the security computer enabling you to access the Art and Design Building via your Student card in the swipe card facility located at the front door and at the laboratory doors. 4.3 Operating Procedures:
    shall be in accordance with the Conditions of Use and ,

    (a) Monday to Friday , all laboratories are to be vacated at 4.45pm with re-entry there-after by the "out of hours" access procedures , ie , swipe your card and sign the attendance book.

    (b) Students who have used the morning sessions , i.e., before 9.00am and have signed on, must sign off the attendance book at or before 9.00am and re-sign at 4.45pm if returning for the evening session.

    (c) Do not forget to "sign off the attendance book when vacating the building at the conclusion of any out of hours session ,weekdays or weekends.

    (d) Access to the building is for the computer laboratories and the immediate area only. Access to any other part of the building , i.e., Levels 2 and 3 , is NOT permitted.

    4.4 Non Compliance:
    You are reminded that frequent "spot checks" of the sign in/out book and your student card (and whether it has been swiped for the area you are in) will be made by Security and Faculty Staff. Any student found to be not complying with the conditions of entry will have their Computer Account suspended for a given time and be banned from future out of hours access.
  5. Conditions of Use for Student After-Hours Card-Swipe Access to the Faculty Of Art & Design Accommodation

    Students using swipe cards to access buildings during after-hours periods (i.e. before 9am and after 5pm Monday to 5pm Friday, and as per operating procedures) have the responsibility to ensure that the security of the premises and the safety of the occupants are maintained. In particular, the following conditions are accepted by such authorised users and must be observed:
    • Entrance and egress of premises must only be by swipe-card access doors. Under no circumstances are windows or doors to be propped open to allow access by any persons, authorised or unauthorised.
    • Users are to ensure that the swipe-card door locks securely after them each time they pass through it.
    • Each user is to swipe their own card - multiple person entry on one card is not permitted. Authorised users should note that the use of their identification card is recorded automatically, and this information is recorded for reference on a needs basis. Spot checks are undertaken. Any person found in a building without having used their swipe card to gain access, and/or without having signed the log book, will be banned from future after-hours access.
    • The identities of all persons, areas entered, times of entering and leaving the building shall be entered in a log book positioned by each swipe-card door or at a centrally located position in the building.
    • Users must not allow student identification card or keys to be given to any other person at any time
    • No one shall, by any means such as windows or doors propped open, admit any person to the premises, other than an employee of the University who has obtained prior approval of the Facilities & Services Manager for access at that time.
    • In the event of any swipe card or keys being lost, or a person ceasing to attend the University, Facilities & Services and the Head of Department must be informed immediately by the key/swipe-card holder.
    • Students will take all reasonable precautions to ensure the University's Occupational Health Safety and Environmental Policy, Legal and Insurance requirements are complied with.
    • No food, coffee, tea, soft drinks, etc will be consumed in computer labs.

I confirm that I will, at all times, comply with the following requirements:

  • I will never be in any studio/computer laboratory on my own and will always be in the vicinity of one or more persons who have authorised out-of-hours access.
  • will not leave the building until I have ascertained that there is more than one other person remaining in the Studio/computer laboratory area. If there is only one other person working, I will make mutually agreeable arrangements for us to leave together.
  • On leaving the building, I will ensure that it is secure, that the windows and doors are locked, and that all power, water, networks and lights are switched off.
  • I will leave the premises tidy and in good order
  • In the event of any problems concerned with my, or any other person's, out-of-hours usage of Monash facilities,
    I undertake to advise the Head of Department via the Department Administrative Officer on the next working day.
  • I will not operate machinery (other than computer peripherals), use chemicals, weld or manually handle heavy or awkward objects
  • I will take financial responsibility for repair or replacement of any aspect of the premises or its equipment that I damage, excluding the wear and tear of normal usage.
  • I will observe and adhere to all the University's conditions of use detailed on the reverse of this sheet

I confirm that I know of, and understand, the following:

  • location of exits and escape stairs
  • location of red telephone for use in emergency situations, i.e. medical, fire, security

Failure to comply with any of the conditions governing the use of student swipe-cards and out-of-hours access will result in cancellation of access privileges.
